A RESOLUTION authorizing the filing of a Substantial Amendment to the Fiscal Year 2019 One Year Action Plan with the U.S. Department of Housing and Urban Development as required for use of the City of Joplin’s Community Development Block Grant Program (Entitlement) and the Joplin Consortium HOME Investment Partnership Program for fiscal year 2019; and authorizing the City Manager to execute said Plan for and on behalf of the City of Joplin.

AN ORDINANCE approving a purchase order for Eight Hundred Twenty-Five Thousand One Hundred Fifty-Three and 00/100 Dollars ($825,153.00) with Ace Pipe Cleaning, Inc., for the 2018 & 2019 Evaluation and Rehabilitation of Wastewater Collection System Project; and authorizing the City Manager or his designee to execute the same by and on behalf of the City of Joplin; and containing an emergency clause.

AN ORDINANCE approving a work authorization with Allgeier, Martin and Associates, Inc. in the not to exceed amount of Seventy-Nine Thousand Five Hundred and 00/100 Dollars ($79,500.00) for the Wastewater Collection System Rehabilitation Toolbox Project; and authorizing the City Manager or his designee to execute the same by and on behalf of the City of Joplin; and containing an emergency clause.

COUNCIL BILL NO. 2020-130

AN ORDINANCE Authorizing the acceptance of a grant from the Department of Transportation, Federal Aviation Administration, (FAA) Coronavirus Aid, Relief, and Economic Security Act (CARES Act or “the Act”) to help offset a decline in revenues arising from diminished airport operations and activities at the Joplin Regional Airport, authorizing the City Manager to execute the same by and on behalf of the City of Joplin; and containing an emergency clause.

AN ORDINANCE Authorizing the approval of the MoDOT Grant First Supplemental Agreement (Extension) for Air Service Promotion and Marketing at the Joplin Regional Airport, authorizing the City Manager to execute the same by and on behalf of the City of Joplin; and containing an emergency clause.

AN ORDINANCE authorizing the acceptance of an Airport Aid Agreement from the Missouri Highways and Transportation Commission (MoDOT) for the Relocation of the General Aviation Entrance Road at the Joplin Regional Airport and authorizing the City Manager or his Designee to execute the agreement on behalf of the City of Joplin; and containing an emergency clause.

AN ORDINANCE authorizing the City of Joplin to enter into a work authorization with Allgeier, Martin and Associates, Inc., for professional engineering consultation services not to exceed the amount of Four Hundred Eighty Thousand and 00/100 Dollars ($480,000.00) for engineering services associated with the Turkey Creek Wastewater Treatment Facility Activated Sludge Facilities 2020 on behalf of the City of Joplin and authorizing the City Manager or his designee to execute the same by and on behalf of the City of Joplin; and containing an emergency clause.

Vote to go into closed session, which shall pertain to the hiring, firing, disciplining, or promotion of an employee or particular employees of a governmental body involving personal information as set forth in Section 610.021(3) RSMo, as amended, 2019, more specifically for the purpose of evaluating certain Council employees. This meeting, record, and vote to be closed to the extent provided by law. The City Council shall adjourn at the end of the session.

Anyone wishing to address the Council should step to the podium and state his/her name and address. If the matter is not a Public Hearing, a request to speak to the Council should be prepared prior to the meeting. Speaking time will be limited to five (5) minutes.

Sound enhancement units are available for hearing impaired customers who provide a form of identification as security, which will be returned to the customer upon the return of the unit.
