ADVERTISEMENT FOR BIDS
Sealed Bids will be accepted by the City of Joplin, Missouri at 602 S. Main
Street, Joplin, Missouri for the 32nd and CENTRAL CITY ROAD ROUNDABOUT"
Bids must be in the hands received at the Public Works Department before
10:00 AM, April 5, 2017 located on the 4th floor of Joplin City Hall, 602 South Main
Street, Joplin, MO 64801. Bids will be opened in the 5th Floor Study at 10:00 AM,
April 5, 2017.
Notice to Contractors #:
EDA Project No. 05-79-05345 32nd Street Infrastructure
Plans and Specifications must be secured at Tri-State Area Contractors Association,
located at 1216 Illinois Ave., Joplin, MO 64801 or by contacting Tri-State
Area Contractors Association at or 417-627-9392.
A mandatory pre-bid meeting and walk-through will be held at Joplin City Hall,
602 S Main, Joplin, MO 64801 in the 5th Floor Study on March 28, 2017 at 10:00
AM.
The City of Joplin hereby notifies all bidders that it will affirmatively ensure that in
any contract entered into pursuant to this advertisement, disadvantaged business
enterprises will be afforded full opportunity to submit bids in response to this invitation
and will not be discriminated against on the grounds of race, color, or national
origin in consideration for an award.

This Project is located in the City of Joplin in Jasper County, Missouri and is partially
funded with Federal Funds from the United States Department of Commerce,
Economic Development Administration (EDA) and therefore is subject to the Federal
Laws and Regulations associated with that Program. The work will require
compliance with Department of Labor (DOL) prevailing Wage Decisions for ?Heavy
and Highway? pursuant to the provisions of the Davis-Bacon Act (Title 40 U.S.C.
Chapter 31, subchapter IV) and Missouri Prevailing Wage Rates for Jasper &
Newton Counties, Missouri.
All labor shall be paid no less than Missouri Prevailing Wage in accordance with
the Federal Davis-Bacon Act (Title 40 U.S.C. Chapter 31, subchapter IV),
whichever is higher.
Bidder and any subcontractors must follow and enforce all requirements of Missouri's
Prevailing Wage Laws and Davis Bacon Act (Title 40 U.S.C. Chapter 31,
subchapter IV) and all other Federal laws and requirements.
Buy America:
To the greatest extent practicable, bidders are encouraged to purchase American
made equipment and products with funding provided under EDA financial assistance
awards.
This project will be bid with a base bid and Alternate #1 and Alternate #2. The alternates
comprise different ways to construct the east leg of the roundabout. The
winning bidder will be determined from the sum of the base bid plus Alternate #1.
If funds are available, the winning bidder will be determined from the sum of the
base bid plus Alternate #2.
The City of Joplin reserves the right to reject any or all bid
